In other words if you are an athlete, politician, Olympian, a movie star or any other notable and famous person and you can speak reasonably well, you can command huge sums of money for your appearance. Most of us, however, do not have 'Star Power' and must depend on building a reputation. Fee structures vary greatly and depend on your perceived value, length of time required, and many other factors. Exposure and reputation are what will increase the amount people are willing to pay to hear you speak.
